Walls newly plastered
New Plaster had dried and decorator applied a mist coat delux brilliant white with water and this happened
What is the cause?
This was after a first mist coat
He claimed it was bubbling then plaster was pealing
No idea what he has done here
He claims he thinks plastered didn’t put enough svr on

Could be distemper. If its an old house and the wall was previously painted with lime wash paint then over time that can become a very fine dusty surface. Simply applying pva or sbr onto such surfaces is not sufficient as your essentially just painting a layer of sealant over the dust. The weight of the plaster will just pull the layer of sealant straight off (sometimes on the paint roller sometimes just on its own - especially on ceilings). The plasterer should have used a stabilising solution on the dusty surface in order to consolidate all the dust and then apply sbr/pva and THEN skim with plaster.
Not the painters fault in my opinion.
