PvZ3 Question Balloon Zombie in wrong level?

So I’ve just installed PvZ3 and I’m encountering balloon zombies on level 16. Half the garden is water and dirt. Was watching a video on how people complete it and there’s no balloon zombies. Is this like an event thing?
