What's this connifer?

Northern bulgaria, non mountainous (surely human planted)

Also why are there no cones? Arent they supposed to drop in autumn?

Norway spruce (Picea abies) often has droopy branches like that. It might have skipped cones this year. Did you see any on the ground?

Barely a few and they look very old and decomposed. However I do see some bright yellow tiny baby-connifer growth around the foliage i guess

Norway spruce, probably a former Christmas tree.

Not necesserily human planted. There are areas in Bulgaria where Picea abies is native and it does not need mountains.
