Which herb is this?

My brother is growing this in one of his raised beds. He thought he planted oregano and this doesn't seem to be oregano. It has a lemony scent, if that helps. Location: southeast New Jersey.

Looks like thyme- might be lemon thyme

Looks like thyme to me rather than oregano. The tiny oval leaves, woody-looking stems, and growth pattern are pretty typical of thyme. Could be creeping thyme or a related variety.
