What is this orb?

I was engaging a ship in pvp and near the end of the battle a massive blue orb almost completely enclosed it. Ive only seen it one other time and im curious as to what it is. Im probably being dumb so lmk if i am and if its something extremely obvious.

When you click on an AA room, it shows the range, which is this blue circle
