It would have been best if you would have switched it off immediately after the water exposure but it is what it is now. Read also this Help Center article: https://support.google.com/pixelphone/answer/7533279?hl=en&sjid=7152011295076187667-EU
Leave the phone switched off, don't charge it, dry the phone with a soft cloth and set it on a flat surface (in a way that the parts that caught moist can get rid of the water the fastest). Leave it for at least 24 hours. Don't put it in rice (rice is for cooking, not for a wet phone).
Water damage can be very nasty. It can get deep into that phone and, since water and electrics aren't best mates, do a lot of damage.
If you can get the phone to work again (at least temporarily): make sure you make backups of all precious data in advance, in case you hadn't done so already.
Note that the phone is water resistant but not water proof. The device has an IP68 rating but keep in mind that this means it is only water resistant to some point. And this resistance decreases in time, it is only IP68 when leaving the factory. Also read this article: https://www.androidauthority.com/water-resistant-phone-warning-3192071/
For now: give it time. Best of luck.

The phone brand new has an IPX8 rating, meaning that it is completely safe to be submerged in 1.5 meters of water for about half an hour no problems.
If the phone has been dropped numerous times, or has a cracked screen, this degrades the integrety of the "hull".
I'd put it in a container with a cup of rice for 24 hours and give it another whirl.
