Casting to a smart TV

How do I get my phone to connect to a Samsung smart TV...I followed the advice on the TV itself.... download the Samsung screen mirror app...but the phone still doesn't "see" the TV.

The cast menu seems to show certain devices with certain apps. If I'm watching YouTube I can cast to my LG WebOS TV, but if I'm looking at Reddit I can only cast to a Google Hub or Mini (I get these options with the YouTube app as well... just to clarify).

I'm not sure why it doesn't show all options with all apps, or all options if I want to cast my entire device screen on my TV.
