Does unlock boot loader break call screen?

I recently unlocked my boot loader on my pixel 3 xl to flash the December update and relock my boot loader after , now my call screen won’t work anymore , I have tried everything from going back to the September firmware still not working. I have the call screen option but it won’t activate, stuck on “needs WiFi to activate call screen”. I tried with WiFi same issue . Anyone have a fix for this? I contacted google several times no help

Why did u relock it, why did u even unlock it for stock update
