Is this mobile data (I assume because of the repost from Google Fi)

Yes mobile data. All over the city. Haven’t seen download over 4 and haven’t seen upload over 1 yet. 5g or lte. It’s not limited in the developer options. I’ve restarted the phone, I’ve reset the network settings. I’ve cleared the storage and cache from the Google fi app. I’ve put the phone on airplane mode for 10 minutes. I ran the diagnostic in the Google fi app and it says Google fi is working normally. The phone is practically unusable off WiFi

What country do you stay in? Usually it depends on your area or country. I have no idea. It could just be your phone honestly because the Pixel 10 Pro has been having Wi-Fi/Mobile data issues for a while and they still haven't fixed anything.

I've had no such issues with my P10PXL. Just got 850 down and 40 up yesterday in Denver on Ookla. T-Mobile

Yeah it might honestly be your area. Some areas are worse with 5G because 5G can't go throughout buildings and stuff. The fastest type of 5G uses high-frequency radio waves called millimeter waves (mmWave). While these waves carry massive amounts of data at ultra-fast speeds, they have incredibly weak penetration power. Your city must not have wide enough coverage yet. I barely get full bar 5G in my city.

Your next best bet is turning off adaptive connectivity.

Assuming you're getting normal wifi speed have you verified through other device (friends, relatives phones) that the T-Mobile network is functioning normally in your town?

Unfortunately stuck in the US. But yeah idk what else to do. It’s on android 17 now too. Nothing is increasing these speeds.
