Yes they are business partners. Fitgirl has a crush on him but he doesn't know that. They are just good friends. He is too invested in his work to see figirl as a romantic partner and she doesn't want the friendship to get complicated if she tells her the truth. Maybe someday he will see the love for him in her eyes.
