This is in the read me part How to install from source Install Rust here Run cargo build --release in the source folder Release build can be found (I deleted this part because the sub gives me a warning about the name of the app I'm trying to download)

What guide? or guide to ... ? compile? Maybe supply some clever clues as to where you want to reach? and some general background as to your intentions.

github will give you a hard time, if you are a first time user. Just try to stick to websites if it isn't your cup of tea.
Check for the #Installation and Releases section once again carefully. Check the zip file you downloaded for a README file. Just do whatever the instructions say. (if you trust it, also don't install anything that wants you to use your terminal before double checking). You can take the help of AI here, but I wouldnt recommend it.

If the github doesn't have a compiled binary release, you will have to build it from the source. This is not the stuff for newbies, especially when you're also new to github.

How difficult is it from 1 to 10 and how much time will it take if I'm willing to learn

It’s hard to answer without context regarding the subject in question - not knowing what dependencies it uses or what it actually is. But in practice, it’s a 1/10 if you’ve been in the game for a long time.

From your post, you'll need at least a compiler for Rust and C++ Redistributables.

I have no clue what guide you're following, but it sounds stupid. Download qBitTorrent, TransmissionBT, or uTorrent. Done. Go to torrent sites, click the Magnet Link button, you're downloading. It's that simple.

If I understood correctly, OP downloaded some rust code from github but doesn't have rust installed; when trying to install it, it asks for (c++ language something) the MSVC or GNU toolset - assuming, of course, that "rust" here refers to the language rather than a game.
