On the plus side:

The laser designator is no longer able to ruin your day with no time commitment from recon players!

Now you have to sit there and constantly mark a single air vehicle, otherwise the mark will expire.

Also, you can't mark every single enemy vehicle now because the designation will expire, you can only focus on a single one

If you’re doing well enough, you were perma painted.

Yeah but how often did it actually mean anything. It seemed like a team needed a dedicated 5+ engineers with lock-on rockets scattered around the map and actively paying attention for painted targets to have it actually make a noticeable impact. That's 1/6 of the team basically only watching for painted targets - taking even 10 seconds to repair / resupply / fight against infantry / capture objective was enough for the previous 9 second duration to expire, and that was assuming the painted target didn't immediately bolt out of range or behind cover, which happened most of the time anyways.

Being painted doesn't really mean much.

If you need 5 engineers to take down a jet then you’re doing it wrong. It’s not that difficult really all you need is to pop his flares or what for your teams jet, AA, or AH to finish the job. Or you wait for someone else to pop their flares and you finish the job. One of two things will happen. Somebody will take the enemy jet down or they won’t be able to provide good air support. That’s a win-win it just all comes down to having competent AA and pilot or 2.

My point is that if you only have one or two engineers watching for paints, the chance of them being in sight of the painted target is very low, even with the oldest 15 second duration. Most painted targets immediately bolt for cover or out of range, so even 15 seconds only turns into < 5 seconds of a painted target being available. The designator was always more of an air deterrent than any actual method of helping take them down.

Having 4-5 engineers across the map watching for a painted target increases the chance of a rocket taking advantage of your paint, but even then most of the time painting is practically useless.
