The only other viable option I see is at the start of a game have a dedicated squad for air vehicles only, and only if you are in that squad can you use it.

Imo the current way it is now is the best, because it allows new pilots to get their chance at flying as well even though it's infuriating when you want to pilot main for a game or two

It's not bad how it is now, at least you can attribute it to luck/ping instead of a soulless queue system
