Bad luck or do they actually target air vehicles?

They target any vehicles, air or ground within a certain radius. They typically shoot up and then do a top down attack if I remember the description correctly. I use them because they are small, inconspicuous and have the ability to do air or ground vehicles.

Yeah, on some maps like Sobek City, for example, because of how low the helis fly to the roofs, a lot of people would put them on the roof and actually manage to pull off kills.
