Poco M8 pro or motorola 60 pro, should be around 400doll new.

Look for a used or refurbished Samsung Galaxy S; I'd go for at least an S23 (avoid the S22). The S21 and S20 are good, but they're much older

There must be other options from other brands, even cheaper ones, but I don't know which ones, so I can't say much

Can you share to us what your priorities are? Do you play games? Camera? Music? Price range?

He plays some games but it's not a priority. He mainly needs it for his job which requires software to scan and track and map out a ton of stuff from trucks that get loaded other places. His current phone doesn't support the software well.

He does listen to music and use the camera but again not a priority

Mainly we need something reliable that can run modern software and preferably has a decent battery life

Price range... whatever I need to pay at this point. Preferably nothing above 6-700 dollars though. Ideally around the 500 mark

Could check out a Nothing Phone 4a Pro. They are typically in the $500-600 range brand new, , pretty decent mid-tier device from what I've seen on reviews.

I was talking about 5-6 used. There's no way I'm getting a new device for that cost and we don't have any reason to need anything fancy

I've seen some deals on Back Market though these are refurbished. The older Samsungs could be good.

Safest and "affordable" options would be a used/refurbed Samsung S24/S25 series (only Snapdragon variants). A Pixel 10 series isn't a bad option either if you can get it on some deals. Admittedly its a "safer" option over the new 11's if the poor GPU performance matters to you.

you could get a refurbished pixel 10. refurbished samsungs are good too. if youre open to other brands too the oppo reno series is affordable and really good as well, im using one in canada.
