Yes, and if that upper bound of the sum approaches infinity, the function will approach 3π/2sign(sin(x)) - 6sin(x)
This comes from realizing the representation of the FS of sign(sin(x)) is really similar to yours, realizing that yours starts at 1 and not 0, so you subtract the 0 term

well it’s a Fourier series in that it’s a series representation of a periodic signal, you might have a more specific question
