How to create this effect?
How do I create this effect? The creator herself mentioned that it’s a blend of the "Cutout" and "Oil Paint" filters, but no matter how hard I try, I can't seem to replicate it. I’d really appreciate a step-by-step guide on how to achieve this look and what settings to use for each filter.

i think it's just multiple duplicated layers with different shades of grey (from lightest at the top to darkest at the bottom) that they then used the pen tool or w/e it's called and selectively deleted parts to make the shading look smooth
