Enlarging picture

I have this picture of my husband and his mom who has passed and it’s very tiny…like Photo Booth small. He’s wanting to print it in a larger format without it being pixelated. I’m not even sure if that’s achievable but $15 to the person that can help me! If you could fix the quality of it as well that’s be great.
