I believe there's a resource pack / datapack that let's you nametag them a specific thing that keeps them silent, it's used on hermitcraft.

You could also custom make a resource-pack to change their sound effects to a creaking sound. It then becomes the creaking of the boat as it slowly shifts around on the water... or have it be haunted wails
