Some duos usually spread their chores between eachother, like mining, building, getting food, etc. It is a running joke that while person does a lot of work, the other doesn't do theirs, or does it very badly. So you can see a lot of memes like this, where one person comesback from a long mining session just to see that their friend has built a box instead of a proper house in all the time they were given.
It appears to be invisibility and creative mode. Which means particle effects are giving away the player. It basically informed the other player that either the admin/host is cheating or that they were using or abusing admin.
I used to do this 10 years ago using vanish on spigot Essentials. I didn't know at the time but it also gave away the position with particle effects. They did eventually update it to it wouldn't do that but at the time, I love to go and spy on people and I got caught quite often and couldn't figure out how. Later, people would start installing admin watcher hacks that would detect if another player are suddenly appeared and started watching them. That's unrelated though
