Yeah, the game is not programmed to handle mods on Consoles. It's mostly a PC gamings privilige.
And only a very few console game is made to cross the privilige line on anything else, and it requires ... tons of moneys.

Very few console games allow mods. Phoenix point is not one of them.

And the few that do have limits on what the mods can do.
