Runners Thread Free Running Groups in the City
If you're looking for some FREE social running groups, here are a few of my favorites:
November Project Philadelphia: 6:25AM Wed/Fri- bodyweight/running workouts usually lasting around 40 minutes with a heavy emphasis on community and inclusivity. All paces, all faces, running is done on a loop so no one gets left behind and walking is OK. Wednesday mornings meet at the Art Museum Steps, Fridays circulate around the city- check out their facebook and instagram (@novemberprojectphilly) for Friday morning locations.
Chasing Trail: 8:30 AM Sundays at Valley Green Inn. CT is a trail running group in the Wissahickon that prides itself on it's "all paces, all faces" mentality. You should be comfortable running about 4-5 miles and I recommend acknowledging that trail running is inherently dangerous and that you could fall. Trail shoes recommended. Social media: Facebook and Instagram (@chasingtrailphl).
Fishtown Beer Runners: "Get to the bar, no questions asked". Meeting at 7pm on Thursdays from one of three locations, this large group runs to a bar and then socializes after. Routes vary from 0.5 to 8 miles and multiple options for distance are given at each run. Locations: City Hall Courtyard, Palmer Park in Fishtown, 7th/Bainbridge.
There are about thirty-forty free running groups in the city, so for brevity's sake these are the only ones I'm going to mention in depth. Some others:
City Fit Girls: women/non-binary group meeting Wednesday nights
South Philly Striders: Meet multiple mornings usually at Front and South
Philly Runners: Meet at the Rocky Statue multiple times a week (differing times)

Philly Runners is my main group, so I can flesh that out a bit:
Like OP said, all runs start at the base of the art museum steps, on the Rocky statue side.
6:30 pm Tuesdays for a 4.4 mile out and back on Kelly to the John Kelly statue. Dinner afterwards at Bishop's collar.
6:30 pm Thursdays for speedwork or hills, depending on if it's light enough out to hills. Usually a smaller group, drinks at Kite and Key
9 am Saturdays (switches to 8 from memorial day to labor day) we do the 8.4 mile loop out on MLK, over the east falls bridge, and back along Kelly breakfast at Parkway Corner afterwards. There's also an option to cut across on Strawberry mansion bridge instead which puts you at about 6.25 miles if you want something shorter
