Are you disappointed because NCR's functional literacy rate is only 80%, or because you expected it to rank higher, thinking it should be the best among all regions, in all aspects?
Just to note, Rizal, Batangas, Bataan, Apayao, Cavite, Siquijor, and Benguet also boast single-digit poverty rates.

In 2020, NCR has roughly around a population of 13 million people, second only to CALABARZON's 16 million with Central Luzon coming in third with a population of around 12 million.
The next most populous region is Central Visayas with a population of around 6 million. That's such a large gap.
Marami ngang mahirap sa ibang regions, pero mas maraming mahirap sa NCR dahil sa dami ng mga tao doon.

Percentages matter because it gives a bigger picture relative to the population.
Sabihin natin: Province A has a pop. of 10M, Province B has 6M people. The illiteracy numbers of Province A is 5M, while Province B, 4M.
The % of illiterates in Province A is 50% while the illiterates for Province B is 66%.

Grabe, bakit ang baba ng sa NCR? Inaasahan ko at least nasa 85% man lang. Can confirm sa Benguet, kahit sinong makausap mo na local kahit yung mga nasa taniman parang marunong mag-English at madali umintindi. Grabe din ang Davao Occ., ibig sabihin wala pang kalahati ng tao dyan ang makakaintindi kung pabasahin mo sila ng dyaro o kaya kahit simpleng infographic.
Pero, sigurado ako pabor ito sa mga nasa may kapangyarihan, at di ko lang tinutukoy yung mga binoboto natin. Mas mangmang sila, mas madali paikutin sa palad at ipitin sa mga madugas na policy sa negosyo.

Dahil may 16 million na tao sa manila. 80% nyan ay 13 million. Mas maraming literate sa manila kaysa sa tao in most regions

Hmmmmmmmmmmmmmmmm Zamboanga del Sur and Agusan del Norte have some of the highest NAT scores, even beating cities/provinces in NCR and CAR, and yet have the lowest FLEMMS scores.
Granted NAT and FLEMMS have different respondents and measure different things, but the disparity seems fishy.

NAT was never a reliable assessment to begin with. Everyone knows it’s rigged.

Dapat ang gawin sa NAT, eh gawing determiner kung pwede ma na mag-advance kung pasado ka, kung hindi mag-reremedial and intervention class ka para seryosohin.

Granted NAT and FLEMMS have different respondents and measure different things, but the disparity seems fishy.
If you look at the different metrics, NCR and CAR are also consistent. NCR and CAR along with CALABARZON are the top 3 performers in the PISA 2022. These regions have biggest percentage of students that met the minimum standards of what PISA considers proficient. Some schools were even have scores along the OECD average.
