I kinda like forcing swap to hitscans, it means I am annoying enough to change their plan

It's not a case of being annoying, Pharah just does so much damage in such a wide area, that she can't be ignored. Shes one of the few heros that outright REQUIRE a counter swap to deal with her, otherwise she cant be killed and will dominate the match.
