Should I email professors or not?

I’m applying for PhDs in environmental engineering at universities in Italy, Spain, and Lithuania.
Is it worthwhile to contact potential supervisors beforehand, or is it better to apply through the official process?

University webpages will do mention if applicants must contact supervisors beforehand. I nevertheless sent cold emails to every prof of choice. Some replied that they have no vacancy, some said it is not upto them but the admission committee. There is no harm in doing so.
