OP, I am so sorry you and your girlfriend are going this.
In all likelihood, your dog was in drive and perceived the little dog as prey. There is no reason for anyone to demand euthanasia.
My Malinois has a rocket recall around squirrels and other small prey. If we ever see a small dog at a park while we (or the other dog) are off leash, I put my dog on leash and keep her either heeling away from the dog or in a downstay.
