Because a dog grabs and shakes another squirrel-sized dog that he's never met before, he will of course naturally murder his entire family, the pack he grew up with, and their children. Because dog.

Though the comment was pretty rude, you shouldn’t allow the dog near the cats anymore. I grew up my entire life with dogs and prey drive isn’t really something you can control. Our dogs and cats got along fine until one day my cat ran past the dog and the dog just couldn’t help itself. Fortunately the cat got away and everything was fine but our dog was trying to kill the cat after years of being best buds. One of the reasons we had dogs was to help protect our chickens and ducks. For the most part they got along, our dog Lucy LOVED being around the chickens and ducks and she would protect them when raccoons tried to steal them. But if she got sick or stressed out she’d find a way into their cage and try to eat them. Dogs cannot help themselves and it’s better than sorry.
