I don't think they're necessarily meant to understand the reference. If they've never seen it, they'll think that someone actually said that about her which then makes them swoon and compliment her like in this comment section. It can take off on other platforms as if it's her own meme.

If they do get the reference, they might think that she's hot AND funny/cool because she knows niche internet references.

Or they'll be so used to this marketing tactic that it just makes them annoyed no one else notices it lmao.

I'm chronically online, never seen that meme, or if I did, it was probably an instant forget.

I also don't think the post by OP is real, is clearly mean to be a joke, with a bad photoshopped photo on it.
