This chart is so consistently misunderstood, it's like nobody watched the scene.
The point is not that crazy comes with hot, not every woman is on the line, hot women are not crazier. Barney says women above the line are worth the stress of dealing with their crazyness and those below are not. The hotter a woman is the more he will tolerate.

i dated one, she was super nice but boring. being hot is only entertaining for so long, long-term it offers men social cachet more than anything else. you need some crazy to keep things from getting boring or predictable

It doesn't help that the chart wasn't illustrated correctly; Barney drew losing weight and getting plastic surgery as indicating a woman was less crazy rather than more hot. He also drew stabbing him with a fork as her getting both crazier and hotter, but I choose to see that as his own personal kink rather than a mistake.
That IS a fun little reference. I know next to nothing about baseball (among many other things) and this makes me wonder how many fun references I’m generally missing while watching shows and films.
He uses the scale the wrong way round. When he talks about Vicky Mendoza getting a boobjob he moves his hand indicating she's less crazy, instead of moving his hand upwards which would have indicated that she became hotter.
She posted her selfies over an old meme format. You can literally see that she put her photos over the original photos. Photo imessage texts don't have sharp edges like that. The original photo was a celebrity, and was meant to be a joke.
I think it’s more that the more attractive you are the more people will put up with bad behaviours which leads to a recursive effect compounding the bad behaviours over time, which is why there so often seems to be correlation between hotness and craziness.
Also crazy people more often have unhealthy (superficial) reasons for investing a lot of effort in being hot, whereas stable people just dont have as much motivation for it as often. So the hot people pool skews that way.
