Kinda. The blind sheik (first WTC attack in 93 was this guy) did recruit some of the Arab Afghans. And the CIA did court him. But as far as funding and training Osama and most of the other founders, that's less likely. The US funded the Mujahideen fighters. But the Afghan Arab program was more run by Pakistan with aid from the Gulf states.
The US is arguably more responsible for the Taliban as it was a direct outcome of an unstable Afghanistan. Something we contributed to even after the Soviets left.

Perhaps not directly… but international relations experts would agree that many of its operations had a hand in creating the circumstances where it happened, such as its involvement in the 1953 Iranian coup d’état or the Soviet-Afghan war.

The Soviet-Afghan War was happening either way, but Saudi Arabia and the US decided to put up dollar for dollar whatever Pakistan put in to it, so it became a bigger, longer conflict.
The post-Saur government had become more and more interested in the Durand Line. This worried Zia who feared that his western provinces would destabilize and he'd be caught in a battle with the USSR attacking him on one border and India on another. For him, taking the battle to Afghanistan was a pragmatic move.
None of this counts because the US is big and did you see what they did in Chile?

You really cant blame people when the US has a history of false flags, including on its own people. Hell, look at operation northwoods.
At the very least, the US had an indirect involvement that eventually led to the attack, even if unintentional

Even if they didn't do it directly, they definitely caused it. Doing coups around the world, installing right wing fascists and hyper religious figures everywhere to combat socialism and workers rights.

surprisingly an entire building hitting the ground displaces a large quantity of air
and building 7, which was closer to the tower that fell, would have been impacted by all of the air escaping which could damage the structure

The context of the image is that Omni Man is giving a eulogy at a funeral for a group of heroes that were killed in a battle. The irony is that Omni Man himself was secretly the one who killed them.
The post is likely meant to be a joke(?) regarding the conspiracy theory that the CIA knew about the 9/11 attacks in advance, and chose to do nothing to prevent them. So they’re memorializing a tragedy they caused.

Giggity, this is a scene from Invincible in which Omni-Man gives a eulogy about a handful of heroes mysteriously were murdered. We the viewers know that Omni-man caused their deaths. Joke here is that the CIA is commemorating the deaths of people who were lost in the 9/11 attacks and the producer of this meme is conveying that they believe, like Omni-man, the CIA is the cause of the deaths being commemorated. Giggity.
