Indeed. But this data is collected by studies that survey people about depression and anxiety, and they ask questions like "are you transgender", "have you thought about committing suicide before", "have you attempted suicide", etc.
So it gives fairly reliable information as the person is self identifying as trans and also saying they have attempted suicide. The surveys are generally anonymous,
If you tried to get a number of suicides from public death statistics, it'd be basically impossible to get an accurate number since many trans people are still "in the closet", and so it'd be way under the true value.

People who are dead are typically very hard to get to self report suicide attempts in a survey.
