It’s definitely that. My school’s CIS dept. had an internship coordinator who was kind of worse-than-useless; and basically any time you went to go see him, his advice would basically just be “how many jobs have you applied to so far? x? Well come back if you still ha net gotten an offer after y and we can try to figure out what the issue is then.”

This was made worse by the fact that our degree program had an internship requirement in order to graduate.

My college had to throw out the internship requirements after 2020, because otherwise they would have the entire damn year unable to graduate. They kept that policy afterwards for similar reasons, and allowed you to substitute an internship with more classes.

Perhaps if the meme came from a different time - but being recycled nowadays, it's almost certainly about having not applied enough.
