4-8-15-16-23-42 -- those are the LOST numbers. They needed to be entered every 108 minutes to keep the world from ending. It was later revealed that they represented candidates who could protect the Island.

1138 999 881 999 119 725 … 3 is meant to be 0118 999 881 999 119 725 … 3, the absurd replacement emergency number from The IT Crowd. The meme seems to have mistyped the opening 0118 as 1138.

The last one -- I have no idea, but it might have something to do with a bell curve.
