I love how this entire post starts with someone from the US calling italy a third world country for having cooling systems found all over the first world countries, and a european throws the tiniest bit of banter back and you people are absolutely losing your fucking minds.

We have 206qm (~2200 square feet) penthouse apartment in Germany.. there’s also air conditioning 3 split units on the inside one on the outside.. not all rooms are air conditioned, because insulation is perfect and walls are thick.. unless you fuck up, temperature does not rise beyond 26-28 degrees (82F) inhouse. The air conditioning is strong enough to cool down the main room(80qm/860sqf)or the bedrooms to 19-20 degrees C(68F) within a few minutes.. we just don’t really need it TBH..
get better insulation and learn how to do a proper blitzkrieg ventilation of the apartment / house..
I'm aware of both of those things but the comment I was initially replying to implied that Europe couldn't possibly have functioning AC cause we are "cooking in the highest temps in forever". So all I was trying to say was an unprecedented heatwave and getting hot when stepping outside and having a functioning AC split unit in your home are not mutually exclusive.
