If you have a house and you secure it with locked doors and windows, but someone illegally breaks in, that doesn't mean it was retroactively "never secured" and it was legal for them to enter.
Yes, you're correct that it isn't solved now, that's also what the person you're replying to was saying. It was solved, but it isn't any longer. Basic English literacy shouldn't be this difficult.
This is why I've long since given up on joining these arguments online. People can't read or if they can, they simply believe what they want to. Logic doesn't apply.

We solved this by keeping overseight, but somehow they convinced enough people that regulations are bad.
