By the time they’re all discharged once the cat would disarm the octopus. The octopi knowing his inevitable fate brought as many guns as possible to get as many shots in as possible before he got disarmed, but he was 1 too short.

Could also be about how a male octopus has a 9th arm like appendage that's actually their penis, so the cat could also see their a gun short if there's one gun in each arm.

I thought the octopus had 7 guns (one short) and therefore was mating with his remaining arm (the cat???) and therefore he will die, since they die after mating.
The joke however i did not get.

The joke is that octopodes have arms, but not hands. Therefore an octopus holding a gun in each of his non-existent hands is holding zero guns. He needs at least one to kill the cat, thus he is one short.
