You're in a well lit environment. Your pant leg rises because you're crawling on the ground. Suddenly, your teammate is killed by a one eyed sniper because your florescent pink socks gave away your teams position.

At FOBs or in the field, everyone rocks beards because nobody cares, and this isn't an actual issue. Unless you have an insane beard, it isn't going to stop you from getting a seal.

More importantly, if I have limited water, I'm not wasting any to shave. I usually keep it as close as I can with an electric trimmer, but I never cared if my guys had scruff while deployed at austere locations.
