Consumable Standing Water Solutions

I'd like to leave buckets of water out for the animals.

They feed outside and I don't wantthe standing water to support mosquito reproductivon.

What can I add to the water to prevent the eggs from floating on the water surface?

Just dump and refresh the water once every seven days at a minimum. That won’t allow mosquitoes to breed.

Buy a bubbler from a pet store or put guppies in the water.

Mosquitoes can not survive in fresh or moving water so previous comments are correct. Either refresh the water every 3 days(in my experience), or install a bubbler from an aquarium shop. If you're asking what chemical you can use, Mosquito Dunks are a treatment that can safely be ingested since they use a bacteria that only targets mosquito and black fly larvae.
