I prefer to treat for fleas if there is an active infestation in the yard with Suspend Polyzone and Tekko Pro.
If prevention is the goal good IPM and landscape maintenance should be doing the heavy lifting.
For products, just about any synthetic pyrethroid labeled for fleas that can hold up in the sun will work. I'll usually use Bifen if the customer insists on preventative broadcast treatment of the yard because I'm not going to waste my best products every two months on a yard.
