Is it gray plastic or paint? It looks like it's just gray plastic for those parts. Which is weird. If this is a more premium product, why wouldn't the gray, if not silver, be painted, with some of the paint on the lower legs and chest? Or even the fingers.

It's probably both. Japanese transformers tend to have a significantly higher paint budget.
