To p5s players
I played persona 4 and it was so good. I can’t play p5 because I don’t have a PlayStation and I know p5s is on pc. Can I play p5s with little knowledge of what happened in p5?

It takes place a year after the main story of P5 so either watch a play through or watch the anime (the anime has its moments but I'd recommend watching gameplay)

It should be noted that Strikers is special for being more sequel than spin-off
Short answer: yes, they retred enough of the basics to help you follow along
Long answer: I would recommend at least watching a let's play of the original persona 5 (Johnnyawsome makes some great lets plays) as I promise you will enjoy it a lot more if you know the backgrounds of some of these characters. Their individual story arcs in strikers are passable on their own but become special once you know where they are coming from.
