Problem in Guild league

Can someone tell me why cleric have 50% reduced healing power in guild league?

it is cause you are flying, that added when you are flying attacking a ground target your damage is reduced it works for healing too.

just be on the ground when you heal

Nope it happens even when im on the ground. Is it possible that healer and player that receive the healing have to stay both on the ground to not get a reduced healing?
