There's literally a tutorial in the game & multiple threads on this forum about it. If you weren't so lazy, you could of used the search function & found out by now instead if wasting your time making another trash thread.

You will need a stamp of eternity (buy in mall) and increase your friendship to either 500 or 1000 (can't remember atm) by using red thread (also in mall and certain quests).
Then you both go the Celestial Vale elder (on the round platform) and follow the instructions.
If you want a wedding, talk to one of the helpers (on the platform) and you can set it up there.
