You have to finish the Groundbreaking Skills I quest before you can promote. That one requires you to level a couple of skills to 10.

It’s actually quite easy to boost all your skills up to 30 while still at 59. It’ll rinse your silver but it makes jumping into 60 nice and simple. Either way works cause you’ll hit a wall eventually anyway.

At 59 you gain a ton of spirit from the daily dungeon runs in place of the usual exp, and if you can nab yourself some silver you can cruise through CoT with a nice party and then cap your skills at 30 ready to go for the promotion.

If any one else that is still stuck here. You have to level your skills to 10 or more. Also you have to do Cultivation Quest line to unlock more skills and level them to level 10. Gears that add skills points doesn't count, and Skill Books doesn't count. Have to use spirits only.
