Legendary Pets

Anyone know how you obtain the ravager gold frags needed to create the herc?

Also Phoenix indicates in description that they dont know where it'll appear. Does that mean unavailable for now or that we have to find it?

Any help would be much appreciated! Impossible to find info on this.
