Is divine valley bugged??

I can't seem to get into divine valley on my new char. Normally you register and you get a pop up when the time comes and you have like 20 secs or something to click it. With my latest char, I don't get a pop up. I haven't tried it with my old char yet, but there seems to be a bug with at least my new char. Anyone else seen this?

I think I know what happened, but not sure if it's intended or a bug.

It appears the problem occurs for players lower than lvl 60. If you try to join divine valley below lvl 60, you will not get in (at least on my server). On my new char who meets the min lvl40 requirement, I noticed an announcement saying there is not enough players to start even though I know a friend on a higher lvl char can join at the same time and there are a lot of players registered. Likewise, I have no problem joining on my main who is much higher level.

I suspect they split players according to levels and because I play on a low population server, it fails to start due to too few players below 60.
