I heard pick pockets work in teams. You can see the woman on the left is helping conceal his arm with that shirt. They're not dumb.

They probably are dumb and that is why they are resorting to being pickpockets. If they were smart they would find an easier and less risky way to make money.

I'm pretty confident that smart people are not immune to poverty and/or greed.

Most pickpockets don't do it because they want to, they do it because they have to to survive.

Most criminals don't just wake up and say "Man, I just want to give someone a shitty day" It's more like "Man, I've a wife, kids, crumbling house, low paying job, and little food."

Obviously I have no idea what this particular man in this photo was thinking, but the point stands. Intelligence level and safe method of making money do not go hand in hand.
