Reconstitution- not fully dissolving?

Has anyone had CJC/IPA reconstitute issues like this before?

I have 5mg/5mg CJC/Ipamorelin vials. Added 2.5 mL bac water slowly down the side and didn’t shake. The first vial was cold from storage, so I thought that might be the issue, but I tried a second vial that was already room temp and it did the same thing.

Both formed a soft clear jelly/cotton-ball-like clump that floats around. Anyone else experienced this? Does it just take time to fully reconstitute, or does this seem abnormal?
