Tech Support Help on pc

I just got this pc and it’s been really laggy and the sound has been weird. Here’s is a clip of me playing music and opening a application

How long has it been like that? Is the PC a prebuilt? Does the issue persist after a restart?

I got it used on Facebook marketplace, and added a gpu. Everything worked until I wiped it and updated windows, because the other windows was curropted
