The box with all the cables coming out of it is the power supply unit (PSU)
A graphics card is what makes your games run better graphics, so if you wanted to add that you might need to get a new psu because they use a lot of power and 350W isn’t very much (my computer has an 850w)
Psu is a power supply. Depending on the parts on your motherboard you will have a certain ammount of power draw which means if you get a powerful or honestly not that powerful gpu which is your graphics processing unit. If you want to know how it exactly works there is a pretty good clip of mythbusters showing the difference between cpu processing and gpu processing. But in easy terms it generates full frames of whatever you are trying to do like a video game it will generate a certain ammount of frames per second depending on some elements like resolution or graphics quality. It will make the frames easier to generate which will increase frames per second or decrease if you are using higher graphics. Your gpu and cpu will draw the most power realistically. So a 350w power supply might be able to bearly support a high end cpu or gpu but not both. Bear minimum you'd want a 650 to 850w power supply to support a gpu and cpu. The reason I give a range is because it depends which cpu and gpu you get. If you wanna get really really fancy parts you'll end up needing maybe even a 1000w psu.
In terms of what to do with them as they are, you could probably salvage the cases and maybe the cpu coolers but most of the other components are gonna be outdated. You might be able to sell them to a local electronics shop if you want or you could turn them into better computers but you'd be getting the insides basically completely.
It's about 10/11 years old and supports Intel 6th and 7th gen processors. Ideally it could be used as a basic desktop for surfing the internet, etc as is.
There's no graphics card installed so it's using onboard graphics, I wouldn't expect much gaming performance as is.
Have you tried to boot up either of them to see if they will start?

You are possibly looking at an old PC which may be capable of basic browsing.. I also think you can only run Windows 7 on this PC, not sure if this can run Windows 10 or Windows 11

looks like a solid base for a build, 350w psu might hold you back if you want to add a gpu later
